This 1188 linear foot extension of 13th Street SE in East Grand Forks was necessary to provide safe access to nearby schools. It involves the construction of a two-lane urban section with 8 inches of concrete pavement over a 10 inch aggregate base. The project also included a box culvert across the Hartsville Coulee, designed with the cooperation of the US Army Corps of Engineers. In addition, a Phase I and Phase II archeological study was performed because of the potential for cultural resources in teh area. The study sites were determined to date to the Terminal Woodland period and results of the Phase II evaluation showed a sparse artifact scatter.
The project was funded primarily by Minnesota State Transportation Improvement Program (HES) and High Priority Project (HPP) funds, which required approval of all plans and specs by the Minnesota Department of Transportation. Greg Boppre, PE of FS Engineering wrote the Project Memorandum and was in charge of project oversight, staff coordination, and served as the main point of contact with other agencies, including the Minnesota Department of Transportation, the City of East Grand Forks, the Minnesota Department of Natural Resources, FEMA, the Minnesota Historical Society, and Polk County.
